ate last year we said that we thought a proposed gambling ordinance for the city of Cheyenne was a “big loser.”

Now we are sure of it.

Because of the ordinance passed last December, the local Hispanic Organization for Progress and Education, or HOPE, last week had to cancel a poker tournament that would have funded college scholarships for local students.

Making matters worse – and making us feel particularly bad – is that the city used a news item in our ToDo calendar to void the gathering. It claimed that was advertising, which the ordinance does not allow for private fundraisers. It is possible that the fundraiser could have been advertised had HOPE bought a license and held a public event

The evil took over in the end and he paid for it. In the final stages, he seemed like an aging, somewhat frail man; certainly no big corporate guy. The image was being taken down little-by-little. Then again, it is always a bad thing to worship another human being, particularly one whom makes a lot of money.

Mr. Lay is now dead. Hopefully, good things come his way in the next life. Why would one want to wish bad things? What does that do for the person wishing it? We are all going to face it relatively soon so why spread the hate? Anyway, the total power of death over humanity and all living things is to be respected, and not some guy on the scene who made some money and went in the same exact path we all are headed.

Congress added an anti-retaliation protection to the then existing False Claims Act.

A whistleblower is a person who tells on something he believes is an illegal act. The employees are the most commonly known whistleblower. They tell on their employers which they suspect is doing or committing an illegal act.

Under the Whistleblower Protection Law, the employee should not be discharged, denoted, suspended, threatened or harassed in any form that discriminates the terms and conditions of his employment because of the legal act done by the employee.

The employee may be of aid in many ways possible on the investigation, testimony and the likes. However there are some constraints under the whistleblower protection law.

Reporting illegal acts that are only within the company is a ground for exemption. But still there may be public policies that could protect the employee from retaliation

If it turns out that an employer didn’t actually break a law, the employee is still entitled to whistle blower protection from retaliation, if he reasonably believed that the employer committed an illegal act.

The whistleblower protection law does not cover employer retaliation for complaints about personal loathe.

SPF (Sun Protection Factor) on a bottle of sunscreen is the amount of time you can stay in the sun before burning. This is based on your skin type, ranging from 5 minutes for very fair complexions to 20 minutes for dark complexions. If you have very sensitive skin, you will need an SPF sunscreen of at least 12 to safety play in the sun for 1 hour (60 minutes divided by the 5 minutes it takes for you to burn). Since you will probably want to stay out for a few hours, it would be wise to use an SPF of 30 to 45. If you plan to swim a lot, you should reapply your sunscreen throughout the day, as they are not fully waterproof.

UPF (Ultraviolet Protection Factor) is a newer rating for clothing, especially clothing designed for sun protection.
